CASAC Certification Guidance for Mercy University Counseling Students

Mercy University offers an OASAS-approved 350-hour CASAC (Credentialed Alcoholism and Substance Abuse Counselor) program embedded in both the Mental Health Counseling (MHC) and School Counseling (SC) programs. Students who complete this training pathway are eligible to pursue the CASAC-Trainee (CASAC-T) credential and ultimately obtain full CASAC certification through the New York State Office of Addiction Services and Supports (OASAS).

This program prepares future school counselors to meet the challenging times of diverse K-12 students today and apply and evaluate an evidence-based comprehensive school counseling program.

Step 1: Apply for CASAC-T or CASAC-P

After completing the 350-hour training, students may apply to OASAS for:

To qualify, applicants must:

  • Complete the 350 hours of OASAS-approved education;
  • Complete the required one-time training modules (see below);
  • Be at least 18 years old;
  • Live or work in NYS at least 51% of the time;
  • Pass a criminal background check.

CASAC-P is available to individuals who hold a qualifying human services degree and who are employed (or have a verified offer) at an OASAS-approved agency.

  • MHC graduates qualify for CASAC-P.
  • SC graduates may be considered on a case-by-case basis by OASAS.

To meet the 350-hour education requirement:

Mental Health Counseling (MHC) students

Meet the CASAC training requirement through approved core coursework aligned with the 12 OASAS content areas.

School Counseling (SC) students

Meet the CASAC training requirement through approved core coursework aligned with the 12 OASAS content areas.

Must complete the following three courses:

  • CNSL 654 – Addiction Counseling: Assessment and Intervention
  • CNSL 648 – Psychopharmacology and Co-Occurring Disorders
  • CNSL 678 – Counseling Special Populations

These courses are OASAS-approved and fulfill the required educational hours for CASAC eligibility.

Step 2: Complete One-Time Training Modules (Webinars)

OASAS mandates a series of one-time training modules, typically delivered as webinars. These are part of the 350-hour total education requirement.

Step 3: Fulfill Requirements for Full CASAC Certification

In alignment with OASAS guidelines and to reduce academic burden, Mercy University will no longer require the ePortfolio for students completing the CASAC 350-hour training.

CASAC Application & Credentialing Costs

Initial Application (CASAC‑T or CASAC‑P):

  • $100 — for online applications
  • $150 — if opting for a paper submission (includes $50 paper processing fee) 

IC&RC ADC Exam Fees:

  • $245 per attempt for the Computer-Based Alcohol & Drug Counselor exam
  • Same fee applies for each retake if needed (up to every 90 days during active application) 

Extension of Active Application (if needed):

  • If your initial credential application expires before you are exam‑eligible, you're eligible for a one‑time, three‑year extension for $100

You may be eligible for fee reimbursement (initial app, exam, or renewal) from the OASAS Credentialing Fee Reimbursement Program, provided the cost was paid between Sept 1, 2023 and Sept 30, 2024. However, reimbursement funds are limited.

  • Credentialing applications must be submitted via the OASAS Credentialing Portal (you’ll need a valid my.ny.gov ID

Exam fee is submitted directly through IC&RC when registering for the ADC exam (you will receive registration instructions from OASAS once eligible).

Tips for Students

  • Keep all receipts, payment confirmations, or proof of exam registration—they may be needed for potential reimbursement.
  • If you require an extension beyond five years, do it before your credential application expires to avoid having to reapply and pay again.

Renewal and reinstatement fees differ—check OASAS directly if those apply to you.

Final Reminders for Mercy Counseling Students

  • You are eligible for CASAC-T upon completing required coursework and trainings.
  • MHC students may apply for CASAC-P and are eligible for reduced work experience hours.
  • SC students must complete CNSL 654, 648, and 678, and must consult OASAS regarding CASAC-P eligibility or hour reductions.
  • The ePortfolio is no longer required by Mercy University or OASAS.
